High Priority Imagery Datasets Contract (HPIDS)

The Council on Competitive Government (CCG) has established a new procurement contract designed to strengthen Texas’ capabilities to create and maintain digital maps for both government and the public. The new process employs a state Master Contract commonly known as High Priority Imagery and Data Sets (HPIDS). The High Priority Data Sets are orthoimagery and elevation digital map layers used by government agencies and the public.

The CCG has designated the Texas Water Development Board as the Contract Administrator. Texas Natural Resources Information System (TNRIS) is the state’s clearinghouse for digital maps and geographic data has management responsibility for the program.

The HPIDS program achieves best value to the state:

Since the contract with the vendors is already in place, a contract between you and the vendor not required. A statement of work and a purchase order will suffice.

Pre-screened Companies with Geospatial Experience

Each of the 21 companies selected were carefully evaluated for project experience and success. Qualifications include large scale project experience, technology innovation, professional staff, and available resources.

The HPIDS contract establishes a pool of vendors to support imagery and data set acquisition across a broad set of program needs. These vendors have agreed to common state terms in critical business areas such as quality, indemnity, data ownership, and business process. Since competitive bid requirements have been met for agencies and local partners, an expedited procurement process can be driven through a statement of work.

Map Service Center

TNRIS archives, maintains, and distributes the largest collection of current and historical spatial geographic data sets for the State of Texas. The collection of maps, photos, documents and other spatial datasets have been contributed from multiple sources.
